Texas Halts New Data Centers, Mandates Audits

Texas Governor Greg Abbott has directed the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to audit all new data center projects. This move follows a significant increase in requests to connect to the state's energy grid, with ERCOT tracking 474 gigawatts of new connection requests, approximately 90% of which are from data centers.
Historically, Texas has attracted data centers due to its regulations and power supply. However, the interconnection queue has grown dramatically, more than doubling in less than six months from 233 gigawatts in January. The current queue represents over five times ERCOT’s total peak demand. Abbott's directive requires data centers to provide information on electricity and water demand, noise mitigation, light controls, tax incentives, and ownership details.
This new audit requirement could slow approval for new facilities seeking to connect to the state energy grid. While Texas has favored lighter regulation, the surge in data center projects has raised questions about the state's power grid and water use, pushing the governor to take a more stringent approach after a voluntary survey yielded limited responses.
