China Locks Down Top AI Talent at Alibaba and DeepSeek
China is restricting overseas travel for senior AI professionals at private firms deemed strategically critical.

China has quietly expanded travel restrictions on top artificial intelligence professionals working at private companies including Alibaba and DeepSeek, requiring government approval before they can travel abroad. The restrictions target founders, researchers, and senior executives involved in the most advanced, strategically sensitive AI work — a policy that began with DeepSeek executives in December 2025 before broadening across the private sector by early 2026. Manus AI co-founder Xiao Hong and chief scientist Ji Yichao were barred from leaving China entirely in March 2026 amid regulatory scrutiny of a proposed $2 billion acquisition by Meta.
The move reflects Beijing's intensifying effort to retain AI human capital as Chinese models close the gap with US counterparts. Stanford's 2026 AI Index places the performance gap between top US and Chinese models at just 2.7%, down from a range of 17.5 to 31.6 percentage points in mid-2023. China now accounts for 69.7% of global AI patents and installs industrial robots at nine times the US rate.
The implications extend well beyond China's borders. AI-talent migration to the US has already fallen 89% since 2017, and several Chinese AI startups including Moonshot are considering reincorporating back into mainland China from overseas jurisdictions — signaling a structural realignment of the global AI talent and capital map.
Companies relying on Chinese AI partnerships, talent pipelines, or research collaboration face new operational and compliance risks. Global AI supply chains are fragmenting faster than most enterprise strategies account for. Executives should reassess exposure to China-linked AI ventures, especially those with cross-border acquisition or licensing structures.
