AI Regulation Takes Center Stage Amid Superintelligence Concerns

New legislation proposes banning artificial superintelligence, with potential prison sentences for violators.

Senator Bernie Sanders (I-VT) and Representative Greg Casar (D-TX) have introduced legislation aimed at banning the development of artificial superintelligence. The proposed Ban Artificial Superintelligence Act defines this technology as capable of "destruction or disempowerment of humanity," including governmental overthrow. Violators of this law, including AI leaders and "rogue actors," could face up to 20 years in prison, a penalty described as similar to those for unlawfully developing nuclear weapons.

Beyond superintelligence, the bill also seeks to pause the development of advanced AI systems, or frontier models, until a scientist-led Department of Artificial Intelligence is established. This new department would be responsible for overseeing advanced AI development, monitoring frontier models, removing dangerous features, and supervising the destruction of artificial superintelligence. AI companies would need permission from this department to develop advanced AI models.

This legislative push comes amidst growing concerns about the rapid advancement of AI. Other figures, such as Senator Mark Kelly, have also announced plans for AI regulation, and the issue is taking center stage as a campaign topic. The question of who is responsible for AI regulation—developers, states, or the federal government—is also being discussed.
