Smith suggests the UK is uniquely positioned to lead global AI safety rules, citing the UK's AI Security Institute (AISI) which gains access to major AI models from US frontier labs prior to their deployment. He noted that while a recent document signed by tech leaders, including OpenAI and Anthropic, agreeing to work with "independent auditors" is a "good step," it falls short of necessary regulation. Smith argues that voluntary self-regulation is insufficient, as only "good companies" will comply, leaving less responsible companies unchecked.

Smith proposed several AI safety rules, including a legal obligation to report system breaches by rogue AI agents, approval from outside evaluators before AI product releases, and the implementation of kill-switches to manage AI if human control is lost. He hopes Microsoft and the UK can play a role in bringing people together to establish these regulations.
