The European Union's flagship €20 billion plan to build five one-gigawatt AI 'gigafactories' is in serious trouble. The bidding process has slipped from May to July 2025, interested companies have collapsed from roughly 70 to about 10, and at least two consortia are reconsidering participation if the project is scaled back. Critically, only two of the five planned centers can receive EU funding before the next budget cycle begins in 2028.
The financing model compounds the problem: 65 percent of costs must come from private parties, while the EU's direct subsidy totals just €4.1 billion spread across five countries. French companies have pledged €10 billion for a single site, but Siemens has warned that EU regulations are actively pushing its AI spending outside Europe.
The scale gap with rivals is stark. SoftBank announced up to €75 billion for French data centers alone — more than triple the entire EU program. Meta is raising $13 billion for one Texas facility. US hyperscalers are each budgeting around $180 billion for 2026. The EU risks being structurally outpaced in AI infrastructure before its gigafactory program breaks ground.
Executives sourcing AI compute in Europe should monitor this closely — delays and downsizing could limit regional cloud capacity and raise costs. Companies relying on EU-based AI infrastructure for data sovereignty may need contingency plans. The competitive gap with US hyperscalers signals where global AI buildout momentum actually sits.
