China's National Development and Reform Commission is drafting a plan to deploy approximately 2 trillion yuan ($295 billion) across a nationwide network of AI data centers through 2030. State-owned telecoms China Mobile and China Telecom would operate the majority of facilities, stitching them into a unified national computing grid funded through sovereign debt and ultra-long special government bonds. The initiative sits inside China's broader 'Six Networks' infrastructure program announced earlier in 2026.

A critical condition embedded in the draft requires that at least 80% of core technology — including AI chips — must be sourced domestically. That clause effectively bars Nvidia and AMD from participation. In response, Nvidia fell 2.4% and AMD dropped 4% on June 10. Nvidia generated $19.7 billion in China revenue last fiscal year, roughly 9% of total sales. Huawei, Alibaba, Biren Technology, and Moore Threads received expanded government chip clearance in May 2026, with Huawei projecting $12 billion in processor revenue for 2026.

The plan remains in draft form as of early June 2026. If power grid upgrades are included, the full capital requirement could surpass 5 trillion yuan. For context, Meta and Microsoft have together committed $725 billion to AI infrastructure in the US — framing this as a direct superpower-level technology race.
